The parking plazas were funded by assessing surrounding property owners. The justification, and express purpose, was to provide the parking needed for a successful business district. Since then, anyone who purchased downtown property had reason to believe that the plazas would remain dedicated to that purpose.

Today, as much as ever, businesses rely on these parking plazas.
